it is close to an excellent fishery ,
japanese fishers have superior techniques ,
other countries in the region do not fish on a large scale ,

What is the question?
Japan has a huge fishing fleet, and can sell the fish with high prfit margin as they sell it to the JAPANESE! If they would sell the fish to the Thais or Philippines, of course, they would have less much less profit and had less developed fishing fleet.
By they way, the majority of fishers in Japan are fishing from small boats, just as any other fisher e.g. in Mediterranean. So it there are no robots and laser torpedoes, just regular techniques that are used all over the word by developed countries.
